C.O.V.E.R. was founded in the spring of 1971 to assist smaller supergroups in the fight against domestic crime. It remained relatively small until recently, with the Rikti Wars and the massive influx of Super-powered heroes appearing in Paragon City. In 2003, it received a special grant allowing C.O.V.E.R. to expand its operations and provide additional services to its members. Membership currently exceeds 20 supergroups and 100 members at large.
It is the mission of the Central Office of Virtue Elite Resources to provide the highest quality of hero services to our community. It is our responsibility to insure that the members we serve have access to the resources available to assist them in the execution of their hero duties, as well as provide excellent benefits as befitting those who put their lives on the line for the safety of the citizens of Paragon City.
