Tier 1 DOES NOT include any Gems or Runes, only Settings.

Note on "Fused" Relics: These tend to include ONE or TWO of that type of relic. 

I.E. "Fused Early Relics" could hold:
1 Early Rune of Heart + 1 Early Rune of Spirit,
2 Early Runes of Heart,
2 Early Runes of Spirit,
1 Early Rune of Spirit,
OR
1 Early Rune of Heart
