In General Style Settings i have Widget Table Width set to 99%, which works great on all the widget tables. However, I need the Nav bar and the State Bar (Login bar?) width to have a fixed table width. I do not want those tables widening to different resolutions. 
See attached screenshot or:  website.
In short: I want the main page to have auto resizing boxes with borders, but I want the Nav/State Bar to have a specific size Border.
Is this possible?

Edit: I found this information  Centering the New Tab Bar. Which has me add the below text to CSS additions to standard, which i tried to modify the width setting. However it only adjusts the width of the buttons, and I'm seeking to adjust the width of the wrapper/table width.
.straightBarWrapperInnerTable { margin: 0 auto; width: 600; }
.straightBarWrapperInnerTable a { font-size: 15px; }
.straightBarNormalTab, .straightBarActiveTab, .straightBarMouseOverTab { width: 20%; }

Hi invaderbold!

It looks like the layout has changes slightly from before. So instead of targeting the elements, we need to now target the wrapper of those elements.

Basically add this to your custom css (Control Panel > Custom HTML & Script > Custom CSS > CSS Additions to Standard)
.userStateSectionWrapper, .navSectionWrapper { width: 700px; margin: 0 auto; }
