There should be a feature that minamizes the banner so it will fit on your guild site.

At what resolution?

800x600?

1024x768?

1280x1024?

Something else altogether?

You see, it all depends on the viewer's screen rez whether or not the banner gets scrolled out or too small.

I make mine just a tad away from 800 pixels wide when I can, to make sure it stays decent on all rez options.

I agree with this. The rest of the website resized with the the page, I think the banner keeping in respect with the rest of the page would be nice.

The resizing would have to be done by the browser, not GP.  You can read about using javascript to resize images here. You can see the javascript by viewing the source on that page.  Ihaven't tried this on GP, so I don't know just how hard it would be toincororpate this javascript into a GP site.
