I don't see why you can't presume that a character picked up skills or training elsewhere, before coming to Stormreach, if you want to. 

I only have one that was born in Xen'drik, the others have all come from different countries with varying levels of 'previous experience'.  Hoch could have picked up many of his skills before he left Aerenal.

I think it depends on what you want for your character, as well... I roleplay a couple of mine as if they have much more training, even though in reality they are low level!  You could probably do that the other way around too - it depends on what level of skill you want your characters to have in roleplay terms.

My main point was that time runs very strangely when you're RPing with other people. Especially when that RP can actually be multiple parts of the same story. Realtime RP starts ending up being past events in relation to the story, or vice versa.

I have a few characters now that are almost all living in different places of time.

Jeatra's probably been in Stormreach for a year now, but it could be even less. Her relationship with Lyrica muddies the timeline.

So, basically, don't worry about it. Get a sense of how old they are, and what they've done. They certainly don't need to be fresh off the docks barely capable of wielding a sword. Jeatra was a trained assassin when she arrived in Stormreach, now she's just gotten better at it. (Though, I sometimes wonder how that's possible since she seems to lay around all day.)
